Artistic Solution: Concealing a Boat with Faux Fence Painting

In Seaside, California, there are rules about where you can park your vehicles. One man, Etienne Constable, got in trouble because he kept his boat in his driveway. The city told him he had to hide it behind a tall fence. Instead of just following the rule quietly, Constable decided to make a statement. He asked his neighbor, Hanif Panni, who is an artist, to paint the fence so it looked like there was no fence at all.

Constable had lived in Seaside for a long time and never had a problem until now. He didn’t even know about the rule. The city hired someone to find rule breakers, and Constable got caught.

To follow the rule, Constable had to do more work than just moving his boat. He had to pave his driveway and build a new fence. If he didn’t hide the boat, he could be fined $100.

Neighbors and people on social media liked Constable’s idea. Some even asked Panni to paint their fences too. The city manager, Nick Borges, thought the painting was a good thing. He said it helped people in the neighborhood get along better.

Rules can sometimes be silly, and Constable didn’t want to follow this one quietly. He wanted to make a point. That’s why he and Panni turned the fence into a work of art.
